2007 Agenda

The Forum met in February, June and November 2007

The February meeting focussed on issues around the ability of HM Prison Service to access the Police National Computer ('PNC'), ways in which the use of the Prisoner Escort Record ('PER') could be improved, issues around the use of restraint, reform of the inquest system and the future of the Forum.

The June meeting looked at issues specific to women in custody, with reference to the Corston Report. The Forum welcomed the author of the Report, Baroness Corston, who gave a presentation. [NOTE: since then, the Government's Response to the Corston Report has been published]. Discussion continued on the PER form and on the future of the Forum. Forum members also considered the report  of the Forum's Physical Custody Environment Working Group (pdf, 191kb)

The November meeting covered the use of police cells to accommodate prisoners due to lack of of prison places, inter-agency working between the police and health services, investigating cases of 'near-deaths' in a human rights compatible way, future membership of the Forum and the role of restraint in the deaths of children in custody, with reference to two high-profile cases.
